The National People’s Congress Standing Committee (NPCSC) has solicited public comments on the Draft Rural Revitalization Promotion Law. The deadline for comments was 21 July 2020 and the Law is estimated to be officially released at the end of 2020.
Composed of 11 chapters and 76 articles in total, the Law’s general provision stipulates that the rural areas should be developed sustainably. According to the industrial development chapter, rural tourism is encouraged and the construction of state-owned forest farms shall be further strengthened to facilitate agricultural modernization.
The ecological conservation chapter states that wetland and grassland restoration are one of the key tasks of rural revitalization. In this respect, the Law mandates that an ecosystem compensation system shall be established and perfected in rural areas to effectively motivate villagers to protect the rural environment.
